In Savannah, GA, permits are generally required for professional photography, commercial filming, and activities that impact public property or require exclusive use of a site. The specific requirements depend on whether you are filming on public or private property, and the type of activity you are conducting.

1. Public Property (City of Savannah):

  • Permit Required: If your activity involves public space (streets, parks, squares, etc.) and impacts it (e.g., traffic, noise, light spillage), you’ll likely need a permit. Personal photography along the pathways of public property is generally allowed without a permit.
  • Permit Application: Apply online through the City of Savannah’s eproval system.
  • Fees: There are application and permit fees, which vary depending on the type of permit (student, professional, etc.) and whether you need expedited processing or on-site services.
  • Notifications: The City of Savannah requires notification of businesses and residents within a two-block radius of filming activity, regardless of whether a permit is required.

2. Private Property:

  • Location Agreement: If filming on private property (even if it seems public like a museum or library), you need a location agreement with the property owner.

3. Other Agencies:

  • Fort Pulaski National Monument: Requires permits for filming, photography, or audio recording in areas open to the public if it’s not hand-carried equipment or if it requires exclusive use of a site, impacts resources, or causes additional administrative costs.
  • Wormsloe State Historic Site: Requires permits for professional or commercial photography and filmmaking, with two weeks’ notice required.
  • Georgia DNR: Requires permits for filming activities on beaches or in water areas, including the Coastal Marshlands Protection Act (CMPA) and Shore Protection Act (SPA) jurisdictions.

4. Important Considerations:

  • Insurance: Photographers may need to provide proof of insurance, naming the city or county as an additional insured.

To determine the exact Savannah photo permit requirements for your project:

  1. Visit the Savannah Film Commission website for detailed information on permits and guidelines for the City of Savannah and other entities.
  2. Contact the appropriate agency directly to discuss your specific needs and receive clarification on the permitting process.
